St. Paul, MN (April 29, 2008) – Powel, Inc, an industry leader in providing field
operations software applications to utilities worldwide, awarded Delaware Electric
Cooperative the 2008 Powel Innovation Award at Powel’s Annual Users Group
meeting in Chaska, Minnesota, April 21, 2008. Each year, Powel’s user
community, including users, developers, and utilities, gathers to share
information about mobile work management, learn new software functionality and
gain exposure to a number of software and hardware partners during the three
day meeting. Jesse M. Spampinato, Engineering Supervisor of Delaware Electric
Cooperative was there to receive the award.

The award was given to Delaware Electric for applying Service Oriented
Architecture (SOA) to integrate mobile work management and customer
information applications, manage a growing number of diverse applications,
increase the visibility and control of processes, attain deeper level insight and
precision in operational execution, and create value through process
improvements by eliminating duplicative data entry. This has allowed the
company to increase process and data integrity, reduce processing and
operational cost and synchronize data across multiple systems.

According to Gary D. Cripps, Chief Financial Officer of Delaware Electric
Cooperative, "As the industry continues to change, so does the technology we
use to deliver the services offered to our customers. SOA provides a medium to
really tie our technology with our strategic plans as a business and leverage the
investments we have made in our infrastructure. We can manage the data we
already have and through SOA, provide information across multiple disciplines
throughout the organization without needing to reinvest in some of these complex
and expensive systems." One result so far is that Delaware Electric has been
able to completely eliminate its mapping backlog of 2,100 jobs.

Scott Rogers, CEO of Powel, Inc, commented "We're delighted to give our
Innovation Award to Delaware Electric this year. We rely on customer
innovations to help realize the vision of mobile work management. The way the
company shared information across the entire organization is helping realize the
best returns in operational effectiveness, profitability and customer satisfaction.
Their innovations set a great example to inspire others."
